Scottish referendum: Scotland votes “NO” to independence

Referendum night:Scotland has voted to stay in the United Kingdom after voters decisively rejected independence.

With 30 out of the country's 32 council areas having declared after Thursday's vote, the "No" side has an unassailable lead of 1,877,252 votes to 1,512,688.

The winning total needed was 1,852,828. Nationally, the margin of victory is about 55% to 45%.

The vote is the culmination of a two-year campaign. Talks will now begin on devolving more powers to Scotland.

Scotland's First Minister, Alex Salmond, has said he accepts his defeat.

He said: "It is important to say that our referendum was an agreed and consented process and Scotland has by a majority decided not at this stage to become an independent country.

"I accept that verdict of the people and I call on all of Scotland to follow suit in accepting the democratic verdict of the people of Scotland."

Mr Salmond called on the main unionist parties to make good on their promises of greater powers being devolved to the Scottish Parliament.

This margin of victory for the Better Together campaign is greater than that anticipated by the final opinion polls.

Glasgow, Scotland's largest council area and the third largest city in Britain, voted in favour of independence by 194,779 to 169,347, with Dundee, West Dunbartonshire and North Lanarkshire also voting "Yes".

But Edinburgh, the nation's capital, rejected independence by 194,638 to 123,927, while Aberdeen City voted "No" by a margin of more than 20,000 votes. There have also been big wins for the pro-UK campaign in many other areas.

Mr Salmond's deputy, Nicola Sturgeon, said in an earlier concession statement that there was a "real sense of disappointment that we have fallen narrowly short of securing a 'Yes' vote".

She told the BBC the projected result was "a deep personal and political disappointment" but said "the country has been changed forever".

Ms Sturgeon said she would work with "anyone in any way" to secure more powers for Scotland.

With the results in from all 32 council areas, the "No" side won with 2,001,926 votes over 1,617,989 for "Yes".

Scotland's First Minister Alex Salmond called for unity and urged the unionist parties to deliver on more powers.

UK Prime Minister David Cameron said he was delighted the UK would remain together and said the commitments on extra powers would be honoured.

Mr Cameron said the three main unionist parties at Westminster would now follow through with their pledge of more powers for the Scottish Parliament.

"We will ensure that those commitments are honoured in full," he said.

He announced that Lord Smith of Kelvin, who led Glasgow's staging of the Commonwealth Games, would oversee the process to take forward the commitments, with new powers over tax, spending and welfare to be agreed by November, and draft legislation published by January.

The prime minister also acknowledged that the people of England, Wales and Northern Ireland must have a bigger say over their affairs.

And he promised a resolution to the West Lothian question - the fact that Scottish MPs can vote on English issues at Westminster.




只得五百多萬人口的蘇格蘭,利用 “公投” 成功和平的解决了 “統獨” 之争的矛盾,至于以後有没有會不會發生 “公民抗命”,還是再牽起如幾十年前 “北愛爾蘭” 式的 “北愛共和軍” 血腥分裂暴力革命?


蘇格蘭族群之間存在 “嚴重撕裂”,表面上在此時此刻 at this very moment unlikely 不像可能會發生,還是 AJINOMOTO 未の素 ==> 未知數?! 蘇格蘭 尚可稱是利用和平文明民主方式解决分歧。

蘇格蘭 32個進行獨立公投的地區,其中 31個已公布點票結果,有 54%選民反對獨立;46%人士贊成獨立。蘇格蘭宣布獨立遭否決,首相卡梅倫祝賀統派領袖、前財相戴里德。卡梅倫將於稍後發表電視講話。

得票方面,統派暫獲 1,914,187票;獨派獲 1,539,920票。



在香港一隅住了七百多萬人口(比蘇格蘭多),為著 2016 立法會 和 2017 特首 “政改” 議題各走極端,雖然暫時還是嚴守著: “非暴力”。政棍們、政客們、評論員們,也包括謀個别政府官員,都批評(不止/ 不只 今次) 香港的社會族群嚴重撕裂。


有人更指出經已到達 “臨界點”,來形容香港内部的社會族群之間的矛盾,幸好至今都是言語之争,暴力對抗還算是 isolated case(s) 只是個别事件。正反兩方暴力對抗偶有碰撞,有時更牽涉執法機構,更有說是警權過大。


民主 Democracy 主要靠投票來解决分歧,在投票過後雙方或是多方,是否尊重結果呢? 社會族群撕裂仍可能性存在,怎樣去撫平分歧,本來是可以由政府主動去做的。


蘇格蘭 “統獨公投” 後,兩派的領袖在演說中都呼籲今後 “團結”,至于在社會族群之間,能否放下剔除心中的一條刺呢?現實起碼 蘇格蘭 靠今次鍥機,争取到更多的自主權。


不過,也會有些政府是靠著 “撕裂族群”,一來以此打撃異己,二來分化對方團結力量,三來將社會各界嚴重撕裂分化,認為這才更容易管理管制管治!

辦公室政治 office politics,大老闆 有料的懂得團結各部門對外打仗,平庸的守業者玩弄拖與拉技俩,低能的大老闆都只是靠分化保著自己個位,往往攪到業績每況愈下,最後執笠摺埋收檔。小部門的小主管,猶其最多用這招,將整個部門互相猜忌。想不到原來只是個縮影。

公投和平理性堪典範 英難逆改革歷史潮流

【明報社評】超過360萬蘇格蘭人在周四的獨立公投中,以手上神聖一票,決定了蘇格蘭的未來,最終統派以55%得票率否決脫離英國獨立。蘇格蘭獨派領袖薩蒙德坦然承認失敗之餘,不忘呼籲團結;至於英國首相卡梅倫在慶幸國家保持統一之時,也不忘強調信守下放更多權力的承諾,兩人皆表現出從政者應有的風度,值得鼓掌。然而不管言辭多麼漂亮,英國政府必須以實際行動落實聯邦化改革,始能迎上新時代。

統獨鬥爭不暴力 北愛悲劇非必然
雖然大不列顛聯合王國今次得免分裂,但這次公投勢將成為英國歷史上一次重要分水嶺事件。首先,今次公投突顯了主權和獨立問題,是可以透過和平理性方法處理的。

還記得上世紀七八十年代,北愛分離主義仍是倫敦當局面對的燙手山芋,英國軍警以鐵腕手段鎮壓北愛天主教徒,導致「血腥星期日」開槍濫殺北愛示威者的慘案。在另一邊廂,愛爾蘭共和軍多次發動恐怖襲擊,甚至企圖行刺時任首相戴卓爾夫人。今時今日,蘇格蘭和倫敦當局卻能以心平氣和的文明手段,處理統獨這麼富爭議的議題,統獨雙方雖有爭拗得面紅耳熱的時候,但都沒有訴諸暴力。換着在20多年前,這根本就難以想像。

在整場公投宣傳拉票過程中,薩蒙德一直努力淡化狹隘民族主義的色彩,強調和平理性和包容的精神,即使最後輸掉公投,也表現出願意認輸的風範,沒有耍賴又或諸多埋怨。至於統派和卡梅倫政府的表現,也未有令人覺得倫敦當局為了拉票濫用權力耍手段。

其次,這次公投也見證了英國近300年的盛衰起落。1707年英格蘭與蘇格蘭建立聯合王國,可說是之後200多年英國全球殖民擴張的起始點,並於19世紀達到頂峰,建立起史無前例的日不落帝國。但是隨着20世紀初愛爾蘭脫離英國獨立,加上兩次大戰,英國元氣大傷, 殖民地紛紛獨立,帝國終告瓦解, 到現在更幾乎連聯合王國的核心也出現分崩離析。世上沒有永不衰落的霸權,歷史的發展軌迹,正在提醒英國,為了迎接21世紀新時代的需要,英國必須再度改革求變,而具體方向就是聯邦化和下放權力。

雖然蘇格蘭這次獨立公投最終未能通過,但獨派其實已取得了重大勝利,因為他們成功迫使卡梅倫政府接受下放更多權力的訴求。須知道,在最初推動公投的談判中,蘇格蘭政府首席部長薩蒙德曾經要求公投應讓蘇格蘭人民有3個選項,除了「維持現狀」和「獨立」之外,還應當有要求倫敦當局下放更多權力的選項,可是卻遭卡梅倫政府拒絕。

逼卡梅倫聯邦化 蘇格蘭人民勝利
儘管倫敦方面的公開說法,是希望選民有更簡單直接的選擇,但在冠冕堂皇言辭的背後,不少分析都相信,那不過是卡梅倫深知,若有此3個選項,多數蘇格蘭人定將傾向選擇要求放權。卡梅倫不想放權、也不信獨立主張能成氣候,於是才堅持公投二選一。

隨着近月獨派聲勢日盛,連卡梅倫也承認擔心得睡不安寧,最終朝野三大黨不得不在本月初同意讓步,給予蘇格蘭更多權力。某程度上,正是蘇格蘭人民所凝聚的力量,迫使卡梅倫同意落實聯邦化放權改革。

卡梅倫昨天宣布委任凱爾文男爵研究落實放權改革,並於明年1月提交下放更多稅務、開支和福利政策權力的草案,無疑是正確的一步,只是不同政黨乃至保守黨內部對放權仍存在不少利益矛盾,能否落實尚待觀察,但正如傳媒大亨梅鐸所言,英國從此不再一樣。蘇格蘭民眾要求下放權力和改革的呼聲,將永久改變英國的政治生態。倫敦朝野必須緊記,歷史潮流,浩浩蕩蕩,順之者昌,逆之者亡。現在若不認真改革,大不列顛聯合王國只有死路一條。



蘇格蘭 最大城市 格拉斯哥 地區是獨派勝出,統派到來慶祝勝利,結果釀成雙方衝突,需要出動騎警驅散。政壇方面 保守黨 和 工黨,就下放多少自主權給予 蘇格蘭,也出現嚴重分歧,工黨黨魁 更揚言,保守黨 一意孤行方案,一旦到 工黨 上台執政將會被廢除。
