又再說三道四



思歪 六月初還未上任接受了《時代雜誌》訪問,但我不知道他有沒有問到,將來刊登前,他有沒有權審視過,才刊登出來呢?我們的蛇竇智慧,一致認為 思歪 沒有膽量提出這個要求。


結果到出版時《時代雜誌》選用了:
"Can Hong Kong Trust this man?"
「香港可以信任這個人嗎?」
做標題。


【明報專訊】七月一日便成為特首的梁振英,上月初接受美國《時代》雜誌亞洲版訪問時,承認政府當前最大挑戰是與民眾「分離」,包括市民沒投票權、政府沒直接聆聽市民,以致市民對政府不信任。他表示會證明自己重視市民,而他們的自由不會被剝削。

不過,這個登上封面的候任特首,在《時代》專訪後爆出住宅僭建醜聞,以他為封面的本期雜誌昨日面世,封面是一張梁的大頭照,旁邊標題是「香港可以信任這個人嗎?」(CAN HONG KONG TRUST THIS MAN?)

梁振英在6月5日、即未被本報揭發山頂大宅僭建前接受《時代》記者專訪,談到市民對政府的不信任。他表示,明白部分市民質疑他和政府,相信是因為他們不能夠參與政府的決策,感到疏離,市民向來對政治領袖的能力抱着良性的懷疑。

他說自己雖不是共產黨員,早年確曾在部分內地軍校演講、空餘時間北上教書,或令有些人認為他不是「典型」的香港人。 梁稱,會以行動證明他「可信」,包括在保障市民自由權利方面。

【Time Magazine】Leung Chun-ying, often referred to as C.Y. Leung, is Hong Kong’s incoming Chief Executive. It’s a pressure cooker of a role that puts him at the helm of the freest and most international city of the world’s most populous nation, during times of economic uncertainty to boot.

The 57-year-old former surveyor faces a daunting task. Immense income inequality, ruinously high property prices, an entrenched business oligarchy and a sophisticated population that aspires to greater political participation than the present system allows for: these are just some of the issues and stumbling blocks that could thwart his stated aim of bringing greater prosperity, equality and social cohesion to a feisty, semiautonomous region of 7 million.

And he must do it under the scrutiny of both Beijing’s unblinking gaze and Hong Kong’s notoriously cutthroat press.

Leung’s humble beginnings — he is a police constable’s son — have endeared him to large sections of the Hong Kong community, but there are many who resent his close ties to Beijing and he has even been accused of being a crypto-communist.

He is also embroiled in a scandal over unauthorized alterations to his luxury home on Victoria Peak, reports of which first surfaced in local press on June 19. Residential refurbishments may not sound like the stuff of political controversy, but when Leung’s poll rival Henry Tang confessed, at the height of his campaign, to illegal modifications to his home, it cost him the trust of a public that demands its leaders abide by the same onerous red tape as everyone else.

Although Leung’s renovations were not as substantial as Tang’s, their existence is seen as a baffling lapse of judgment on Leung’s part, and critics are already calling for his resignation.

Q:What is the most challenging issue facing the Hong Kong government?
A: Disengagement with the people. People are disenfranchised because they don’t vote, they are disengaged because we don’t talk to them, and we don’t listen, not directly. There is a sense of being disowned, and therefore, there’s a deep sense of distrust between the people and the government, or by the people of government. I want to bridge that gap and I want to re-engage with the people.

Q:Isn’t it ironic that a sometimes divisive figure has been tasked with healing a divided city?
A:It’s a fair point. It’s a very good way of putting it. But we have to start somewhere.



今次是一次訪談,是 Q&A period,正如最後兩個 questions and answers,思歪說:there’s a deep sense of distrust between the people and the government ..... I want to bridge that gap and I want to re-engage with the people...... But we have to start somewhere.


我之前一篇網誌寫過:政府與市民缺乏互信,令到香港內耗頻繁,司法覆核案件停不了。社會各階層不單缺乏互信,更造成族群撕裂。除了建制派之外,相信全港的七百萬普通香港人包括我,實在感到無助、無力、無奈之下,唯有看看未來五年,在鷹狼穩中求變,有為而治政綱下,賭賭我們的彩數吧!


建制派大可秉承如以往一貫作風,指責這些外國傳媒報導,推說他們又再說三道四,傷害中國人民的感情!

不過三日早上臨出門口熄電視機前,看埋有線電視的《7月3日 社評》。計有一貫反梁的《爛果報》,有曾被指梁粉但又揭發梁宅僭建的《日月報》,也有自以為神的《經神日報》,當然為表示《有線電視》的中立,必然包括埋喉舌《聞燴報》。


【有線電視】行政長官梁振英昨日終於回應七一遊行。他指市民的訴求無論以什麼方式表達或人數有多少,他都會聆聽。

蘋果日報的社論指,按照這說法,四十萬人自發上街表達訴求和四十人的閉門諮詢,對梁振英來說都沒有分別,他不會特別重視、不會特別放在心上。

但四十人的諮詢會真的可以與四十萬人大遊行相提並論?四十萬人大遊行真的只是一般的表達方式嗎?假如梁振英真的有意聽取民意及重視民情,七月一日晚上,他就應該拿一張摺椅坐在政府總部外,與遊行市民對話,用紙和筆記下市民的訴求,而不是在會展大禮堂欣賞煙花




梁振英拒絕具體回應有記者向國家主席胡錦濤問平反六四問題後,被帶走事件。

明報的社評認為,記者向胡錦濤提問後被警察帶走,反映警察已經淪為公安,新聞自由受到嚴重侵害,但梁振英昨日連為記者說一句公道說話都沒有,不停推說「警方已作回應」和「警方會調查」,這樣敷衍的回應如何能夠讓香港人相信他會捍衛香港的核心價值?

至於僭建及誠信問題,梁振英的解釋至今都是不盡不實。即使再多的司局長落區、所派發的糖再大粒,以及受惠的人士再多,「特首誠信受質疑」及「特區核心價值淪落」的社會心結依舊無法解開。

經濟日報的社評指,梁振英自去年中為勝出特首選舉已開始不斷落區,收集極多民意,現時再大舉落區,明顯是要打造走入群眾的形象,力挽民望。

這樣當然不是壞事,對比前特首曾蔭權令市民感到不被尊重,令施政缺乏民意支持,處處碰壁,就是前車之鑑。但梁振英要重振民望,只是做「民意騷」並不足夠,更加必須展示誠意與能力。

他既然已經上任,就不能夠繼續只是作出承諾,尤其他選前已落區聽取民意,擬定政策方向,更應該盡速埂關鍵的民生問題、例如房屋及扶貧等推出政策落實,才能夠符合市民期望。

文匯報的社評就提到特首梁振英在屯門落區時,被示威者包圍的事件。

社評指面對日趨政治化的社會環境,梁振英率領問責團隊積極落區,展現出新政府的施政新風,不但有助更廣泛地吸納民間智慧,令政策制訂貼近民情,而且有利將來施政得到更多的民意支持。

然而,一小撮示威者卻在特首出席論壇時搗亂會場破壞秩序,示威者有意見大可通過正常渠道表達,以和平理性方式溝通,卻不能夠把自己的意見凌駕於其他人之上。



各位讀過後,當然可以各自去解讀。不過,嗜悲 覺得梁特首,若是義正詞嚴理在己方的話,為何不出去面向群眾呢?既表達誠意,又可以理服人,我相信警方是有力保護特首的。那就不用採用龜縮逃跑的方式,還要強衝紅燈,危及路過車輛,和橫過馬路的行人,兼且衝紅燈絕對違反交通條例!

【港中足球大戰】鍾劍華批評梁振英連講一句支持港隊都不敢。

世界盃亞洲區外圍賽「港中大戰」今晚 8時在旺角大球場上演,特首梁振英和多名高官被問及會否支持港隊時,態度竟模稜兩可,當中特首梁振英更兩度拒絕回應。理大社會政策研究中心主任鍾劍華認為,作為代表港人的高官,簡單說句「支持港隊」是正常不過的事,但高官都不敢說,質疑港人如何相信官員會以港人立場為重,向中央爭取港人利益。

鍾劍華認為,作為香港官員表示一支持港隊很正常、很簡單,但官員們一反常態左閃右避,「可能係心有鬼,要同阿爺(中央政府)交待。」他說,足球賽等國際體壇盛事,當然以國家地區為本位,這也是其他歐美國家一貫做法,「如果中國隊同其他國家比賽,就當然係支持中國隊,中國隊同香港隊比賽,就支持港隊。你問我,我都係咁答,係好正常嘅事。」

他續稱,以特首梁振英為首的官員,連如此簡單的問題也不敢回答,「我哋香港人,點會寄望呢啲高官,會向中央爭取港人利益;好似早前政改方案,啲高官話會同港人利益出發爭取,你會唔會信?」

梁振英相對於美國的好些政客惡行,微不足道矣。當然,《時代雜誌》還是可以這樣提問的。

What is the "best" leadership style will depend very much on a particular situation and isssue-specific circumstances. While Mr. Leung presents himself as a leader who would listen to and consult the public, he must not show fear to lead and make decisions. He can be listening and be assertive at the same time, as opposed to trying to please everyone and in the end, no one.

劉郎兄:正如今天引起議論紛紛的國民教育之“國情手冊”。對美國 bipartisan 兩黨政治的鞭撻,因為美國政治的醜惡,真的罄竹難書,受苦的是人民!

由國民教育服務中心所出的《中國模式國情專題教學手冊》,向全港中小學派發作教學參考,內容大篇幅唱好中國政制,形容執政集團「進步、無私與團結」,是社會科學所言的「理想型」;對美國的政黨制則批評為「惡鬥」,令人民當災。

雖然前車可鑑,不過香港近來不是內耗頻繁嗎?就民主政治,正一好學唔學,壞處就學足,作為港人,當然希望只學好的不要學壞的。

江澤民當年得到華萊士訪問,高興得好像光宗耀祖,記得江澤民講番文說 莎瑯張 sometimes naive! 不過她的 naive又確是事實。梁振英臨登特首位,得到《時代雜誌》訪問,當然NVE飯應!

梁振英今次是否門口夠,只敢對自己友蝦蝦霸霸,見到外人就鵪鶉一隻?給人起了個標題:"Can Hong Kong Trust this man?" 相信都要鑲裱起相架喇,哈哈哈哈哈!
