Eagle Eye


利用超級電腦幫助偵破犯罪, 前有靚佬 湯告魯斯 的 Minority Report (2002), 繼有 Denzel Washington 的 Deja Vu (2006), 但都是電腦被人誤用, 陷害主角. 還有 Matt DamonThe Bourne Ultimatum (2007) , 超級電腦 連上了, 城市的監察系統, Surveillance cameras 隨處皆在, 被執法者不斷追蹤, 無所遁形.

電影 鷹眼追擊 (Eagle Eye) , 也是超級電腦透過 surveillance cameras, 變成鷹眼, 向男女主角, 展開追擊. 事原超級電腦, 被輸入指令, 自己獨立行事. 本來是用來監視治安, 防止罪 案發生的電腦, 變成逼使兩位絕對無關的人, 替它執行行動.


今次金融大海嘯,, 一般認為是監察系統, 有著人為疏忽, 或束意隱瞞, 若能利用超級電腦進行監察, 能否早一些 blow the whistle 呢? 若有乜移郁, 就會向第三者, 獨立機構通風報訊.


歐美聯手的救市行動, 只得兩天效用, 週三開始跌市再臨, 週四更是風聲鶴唳. 今次既是天災, 也是人禍, 兩者並發, 恐怕劫數難逃了!

I don't think so. A technology tool (such as a super computer) is only a part of the regulatory system. It is the human-machine interface that is key to an early warning system. Any feedback or feed-forward control systems will require the human to determine the set point beyond which the whistle will blow. Unfortunately, the greedy bankers (who should not have been allowed to self-police) essentially set the alarm at the bankruptcy level. When it finally sounded, it was too late.

Space: Your point is well taken. The technological surveillance (i.e. monitoring + reporting) part is definitely feasible.

If the bankers are the 1st party, and the govt the 2nd, should the 3rd party be an arm's-length anti-corruption agency? To whom this agency report to will be important to avoid the perception of collusion or conflict of interests.

In this context, america for example. I think there will be an independent committee selected from the congress and senate. Periodically reporting to the people of USA and report via the members of parliament and senate and subjected to a question and answer regularily every 3 month period. The tax payers have paid a big bill they deserve to receive some sort of surveillance mechanism.

若是美國相信會是一個國會內眾議員加參議員, 獨立的委員會由大家互選出來, 每季作出報告和聽政會.
